Dr. Plotsky, a native Washingtonian, graduated from Woodrow Wilson High School . He received his BS degree from Williams College in 1974 where he was a member of Phi Beta Kappa. He graduated from the Georgetown University School of Medicine in 1978. Before starting his ophthalmology residency training, he served in the Public Health Service as a general medical officer, first in San Francisco as an intern, and then in Belcoville, New Jersey as a family practitioner. He returned to Washington , D.C. , completing his ophthalmology residency at the Washington Hospital Center in 1985. He was a pediatric ophthalmology fellow at the Childrens Hospital of Philadelphia in 1985 and 1986.

From 1986 to December, 2003, Dr. Plotsky practiced pediatric ophthalmology on Capitol Hill, in Northwest D.C., and in a number of suburban locations including Waldorf , Maryland and Columbia , Maryland until he opened his solo practice in Bethesda , Maryland .

Dr. Plotsky devotes substantial non-clinical time to teaching and training future ophthalmologists. He currently teaches at the Washington Hospital Center where he was past Section Chief of Pediatric Ophthalmology. He is on the teaching staff of Childrens Hospital and Georgetown University .

Dr. Plotsky's research interests focus primarily on retinopathy of prematurity (ROP). Dr. Plotsky has served as Investigator and Principle Investigator in the Washington , D.C. center of the multicenter NIH study of Cryotherapy and ROP from 1985 to 2002.
